What Happened to the LEI? What happened to the Leadership Effectiveness Inventory (LEI)? The Leadership Effectiveness Inventory (LEI) was a 360° assessment tool developed by the Graduate School, U.S. Department of Agriculture. BLM used this tool at the beginning of this initiative, but found that it did not fully meet the bureau's needs. Although the LEI results are still valid for targeting leadership development needs, the LNAT tool has greater functionality for BLM employees.
