BLM believes that effective management of people and resources is essential to accomplishing BLM's mission. Additionally, the 1995 BLM Employee Satisfaction Survey and the 1998 BLM Employee Survey identified continuous improvement in management and leadership as top organizational priorities. Essential to effective management is a commitment to continuous learning, realistic pursuit of personal and professional growth, and strong leadership skills. These qualities are important for those who manage and for those who are managed. Strong leadership skills are central to effective management. In 1997, the Office of Personnel Management established 27 leadership competencies as essential to the success of government agencies. BLM sees those competencies as key to good leadership. Although originally developed for executives, these competencies represent valuable skills for all employees. |
