BLM cannot be successful in facing tomorrow's challenges without planning. It is important to understand the overall plan of BLM to see how you can support the goals of the bureau.

BLM's Strategic Plan

The DOI Strategic Plan guides BLM's work for the next several years. This plan establishes the overall direction for the agency and will be used to help frame BLM's annual budget submissions to Congress and the BLM's annual work plans. The Strategic Plan will also serve as the framework for BLM's annual performance report to Congress. You can view the entire plan at its web site: (www.doi.gov/ppp/strat_plan_fy2003_2008.pdf).

The development of this plan was guided by the requirements of the Government Performance and Results Act of 1993. This act requires every federal agency to prepare a "strategic plan for program activities" covering at least a 5-year period. These plans must be submitted to the Office of Management and Budget (OMB) and Congress and updated at least every 3 years. Strategic plans must include a mission statement, general and outcome-related goals for the agency, descriptions of how these goals will be achieved, the listing of key external facts that could affect achieving these goals, and an explanation of how the agency has used and will continue to use program evaluations to establish and revise goals.

Prepared each year, annual work plans describe what BLM plans to accomplish with the dollars appropriated by Congress.  Each office has units of work that need to be accomplished during the year. Visit with your manager to discuss your role in accomplishing the work units assigned to your office.

Annual Performance Report   [Top of Page]

The Annual Performance Report is prepared each year for Congress. This report highlights our accomplishments during the year and explains to Congress how the dollars appropriated to BLM were spent. Annual performance targets can be found under each activity Section posted to BLM web site: (web.wo.blm.gov/wo880/2005/2005justificationspage.htm).

Activity-Based Costing (ABC)/Management   [Top of Page]

The public expectations for its government have changed radically in recent years. The public wants to know that we are using their money efficiently.  Legislative mandates are requiring us to improve our cost management procedures to ensure that the agency receives a clean financial audit opinion and that we comply with the Government Performance and Results Act.

BLM has begun a cost management program that includes a variety of elements at various stages of planning and implementation to equip managers to work smarter and make the best use of scarce resources and to meet mandated financial management requirements. Activity-based costing/management (ABC/M) has been selected as one of these elements.

The ABC methodology is commonly used in the private sector and is gaining popularity at all levels of government. ABC allows you to look at the actual, full cost of performing any activity, giving you accurate information for effective decision making.

ABC/M is a different way of looking at work and resources used by work activities. The main beneficiaries of ABC/M efforts will be program managers, but ABC touches all employees in the organization as we define what our work is and how to get it done.

The federal budget process is also a planning process. Using this process, federal agencies receive dollars from Congress for carrying out their work.  The process covers 4 fiscal years.  See Appendix B for a graphic representation of the process.
